DFI Title XX Camping Services Program

Thank you for expressing interest in the DFI Title XX funding program for the summer 2012 season. 

The American Camp Association, Illinois (ACA-IL) under contract with the State of Illinois Department of Human Services (IDHS) administers the DFI Title XX Camping Services Program. ACA-IL purchases the camp services for eligible campers from day and resident camps that wish to participate. The relationship between ACA-IL and any individual camp/organization is for purchase of service and payment for these services. This funding is not a grant.

ACA-IL has determinded elgibilty in cooperation with the Illinois Department of Human Services. Campers receiving funding through the DFI Title XX funding program, must be enrolled in the Medi-Plan program, the AllKids Healthcare Programs for Families/FamilyCare Moms & Babies, or the HFS MediPlan State of Illinois – Healthcare and Family Services Plan. Their eligibility period must inlcude the session dates when they will attend camp.

Please note: Camps may not charge any deposits or fees to campers or families funded under DFI Title XX Program; inlcuding transportation, spending money, T-shirts, craft items, horseback riding or anything else.

DFI Title XX Camper Service Applications for June and July/August

Please complete one of these applications for June 2012 and the other for July/August 2012.  Send us one copy for each application, and keep a copy for your records.  If you have additional programs with different per diems either call us to request additional applications or make a copy of the form from the ones enclosed

  • Regular Day Camp - $15.70 per camper day
  • Special Needs Day Camp - $19.90 per camper day
  • Regular Resident Camp - $34.00 per camper night
  • Special Needs Resident Camp- $43.40 per camper night

DFI Title XX Risk Management Plan

Effective July 1, 2000 and thereafter any participating camp that is not currently Accredited by the American Camp Association must submit a completed Risk Management Plan with attachments. The deadline for submission is before your June 2012 camp session. Illinois Park District or Special Recreation Associations that have achieved Level B or greater for the PDRMA (Park District Risk Management Agency) Loss Control Program Review may submit their current PDRMA notification letter instead of a Risk Management Plan. ACA-IL may also request a copy of the Safety Policy Manual for these certified PDMRA members.

ACA-IL requires the preparation of such a risk management plan or loss control program review for the purpose of assisting the Camp in cits internal education processes, and for any purposes that may be recommended or required by its insurers. ACA-IL shall not have the responsibility to review such plans.

The Risk Management Plan should be submitted before your summer 2012 camp session(s) begin to participate in the DFI Title XX Camping Services Program for June 2012 (fiscal year 2012) and/or July/August 2012 (fiscal year 2013) camping services.

Community Partnership Agreement

Each camp in this program needs to complete aCommunity Partnership Agreement with a local office of the IDHS. The purpose of this requirement is to assure that if a camp identifies a need in any camper eligible for DFI Title XX subsidy that the camp cannot meet the camp would make refer the camper to the IDHS office that serves that camper so that the unmet need can be addressed.

In most cases this will mean the camp must contact one or two IDHS local offices and request that a person authorized to sign from that office sign the enclosed Community Partnership Agreement.

Also enclosed is a list of local IDHS offices.

Requirement to name ACA Illinois as a named insured on your liability policy

Based upon the advice of our attorneys and our insurance consultant the American Camp Association, Illinois requires all camps that participate in the DFI Title XX Camping Services Program to add ACA Illinois as an additional insured under the camp’s general liability insurance policy as a funding source with respect to the camp’s operations.

Please contact your insurance agent, broker or company and ask them to name the American Camp Association, Illinois as an additional insured under your general liability policy and to send a copy of the certificate directly to us. Most underwriters who insure not for profit organizations are familiar with this type of request. Underwriters of for profit camps will be familiar with the form CG 20 26 used for this purpose. The suggested language could be “American Camp Association Illinois as funding sources with respect to the insured’s operations.”
